You can change operator logo using full version of Oxygen Phone Manager II
( http://www.opm-2.com/ ) as follows:
1) Add new file to the gallery
2) Load file to your phone's gallery
3) Right-click once on file in gallery list and choose 'Set as operator
logo'.
