I still need to know how to do this and am not sure. Could someone
    help me please?

I understand that I can buy a USB cable that goes between the
computer and my 3595. Then where can I get some free software to
send the tones over, and where can I find free tones with no
    gimicks?

Not free, but MobiMB or PolyPhonix Studio can be used to get the tones onto
the phone. The phone supports MIDI ringtones, so as long as you can locate
some files of this type that don't contain too many instruments, they should
be suitable. MIDI files can be edited/cut down to play on the phone with
    PolyPhonix Studio.

I asked for free software because I'm trying to avoid all the
cost of paying T-Mobile about $13 a month just for the stuff to
download a single stinking ringtone from them, which I'll
    probably use for years.

Whilst the software isn't free, you only have to buy it once, then you can
upload as many files to your phone as you need. With the T-Mobile service,
of course they try to lock you in to a monthly service plan.
