850 and 1900 are not used in Europe at all. Coverage is mostly built by 900
and capacity by 1800 but some countries like Germany and Switzerland have
"1800 only" operators, providing good coverage for a Nokia 3120B. I guess
1800 does provide decent service in cities in other European countries too.

On the other hand, a cheap unlocked dual band (900/1800) Nokia 1100 would
not cost more than 50 euros, a decent but more capable second hand phone
could be less than that. A 900 capable phone would provide significantly
better coverage in Europe than an 850/1900 phone in North America!
Hopefully somebody can help with the subscription options but normally free
incoming calls are possible only in the country of the subscription. Perhaps
a local pay-as-you-go
SIM card for each country where she spends more time.
