Problem with Euro Nokia 8800

I have a Euro Nokia 8800 cell phone and I try to unlock it so it can
work in Canada with Roger or Fido. I brought the phone to the
unlocking cell phone stores and they could not unlock it. So the
phone won't work in Canada.
So anyone knows to make this phone work, please send me the message

http://www.gsmarena.com/nokia_8800-1144.php gives you information you may or
may not have on the 8800. You don't have the 850MHz band so you may well
have limited use on those networks. Did the store explain why it couldn't be
unlocked? That's what interests me.

Pick up a cheap Moto V3, should work in Canada/USA with little problem.
Should cost about the same as trying to get a Nokia unlocked
