On my 7250i, if I go to the photos or graphics folder, select an image, then
select "set as wallpaper", the phone powers off briefly then turns back on.
It goes straight to the standby screen with the old wallpaper still in
place. Setting the wallpaper by going through the settings / display
settings / wallpaper options works fine.
Is this a common bug or is it just my phone? Does it work on the older
7250?

It's not a bug as such...
If it was a bug in firmware it would be in everyones!, and I have only seen
it in 2 of them... out of the 100's we have sold.
Easy fix for this is to reflash the handset, this will reflash the software
clearing up any user made bugs... i.e if you dont power off phone properly
you can damage software like that... i know as its happended to me.

Re-Flash the phone then mate...
We sell 7250i's and in the past 3 weeks of selling them, we have had 3
returned for a re-flash.

Re: 7250i "set as wallpaper" bug?
Try renaming the file you're going to set as wallpaper to a shorter name.
Works for me.
