Yes its illegal, I know. But my bro's mate found the phone at the pub he
works at. The phone is now blacklisted but I would really like to use it.
The phone is a Nokia 3510i, how hard is it to do? or is it even possible on
DCT4 phones?

Hand it in to plod. If it's unclaimed after whatever the time limit is
these days, then it will become yours. Until that point, if it's been
reported lost or stolen (which it will have been if it's barred), you could
be charged with handling. As far as IMEI changing goes, do you really want
to risk a 5 year prison stretch, or incite another to commit a criminal
offence?

It doesn't matter now, sorted.
The phone was only barred on Orange.

They do, but I believe it can take a while to filter through.
I wouldn't be suprised if Anthony finds it's a little more than orange
that's barred it over the next few days.

International Mobile Equipment Identity - a (supposedly) unique
electronic serial number. The network can block known stolen IMEIs; it
can also block known IMEI numbers belonging to non-compliant equipment
that may cause damage to the network.

Exactly... it's equivelent to stealing a phone, with a gun. Armed robbery
will get you a similar sentance.
