A locked phone can only be used on the network
that it is locked to.
An unlocked phone should accept a sim card from
any GSM network.

Many GSM phones are locked so that they will only accept a SIM card
belonging to a particular network. This is because that network will
often subsidise the initial purchase of the phone.
Unlocking the phone allows you to use a SIM card belonging to a
different network.

You can use it with any service that has compatible technology and
compatible frequency. You are not locked in to just using one service
provider.
