Nokia 6800 modem wont dial

Hi
I have a Nokia 6800. I am trying to set up in IR modem connection to
my Win2000 laptop. I am trying to get my laptop to dial into my RAS
server at work. The nokia responds and says "Calling 555 555 555".
The problem is that it never really dials. (I had it dial my work
phone, but it would never ring)

Does anyone have any ideas? I want to be able to use my work a my ISP
and not go over GPRS.

To answer my own question, it seems that ATT blocks data calls. You
can't use the phone as a modem. The only way to make a data call is
with GPRS.
