As I already have a good cell phone, I will want to sell the free phone that
I will receive when I sign up for new service. Are there any restrictions
on this new phone that I must alert potential buyers?
I see ads on ebay for "unlocked". Will my free phone be locked? Can it be
used with a different carrier from the one that supplied it?
What information must I have about the free phone before I attempt to sell
it?

Depends where in the world you are from and what network you are on.

What should I find out for any potential buyer? I am in California and AT&T
will be supplying the phone.

my advice is, try a friends SIM in the phone (they have to be with a
different provider), and if it works then the phone isn't locked.
Apart from that, just give the buyer everything that came with the phone,
the box, the little sticker with the serial number, etc.....and the charger
of course.
I think that should be all they need.
Pawn shops sell 2nd hand mobiles with nothing but the charger, so if you
supply more than that, you are already one step ahead in doing all you can
to provide a legitimate service.
