beats me what they have left to test..but I decided I couldn't wait another
    month and went elsewhere.

They might be offering it cheaper than anyone else but even free is no good
if you never actually get your hands on the phone!!

Uh oh... as if those were the only things that a mobile phone has to
do. Roaming, how the phone works with different network elements from
different vendors, how it handles obscure error situations on
different kinds of networks etc. etc. etc. There are LOTS of things to
try out and lots of things that could go terribly wrong.

There are lots of specs and different phone network vendors may have
    interpreted them differently, etc.

Just a guess... could be for example that they noticed 6600, or
whatever phone, has some obscure issues with their phone network
configuration and/or network elements, and now they are pushing the
network vendor (whoever that might be) to provide a fix for the
network element code that it handles also 6600 correctly, or
    "correctly".

It is a very delicate area when there are so many different phone and
network vendors who have interpreted standards and specifications
differently, on top of that the obscure network configurations that
some mobile phone operators may have that no one ever thought to be
    possible, etc.
