This is not a scam or a stolen phone, so please help out or point me
    in the right direction.
My girlfriend bought her son a Sprint Samsung A460 phone with a new
plan. For disciplinary reasons she stopped the plan. She paid Sprint
off in a lump sum rather than to keep the plan going until the end of
    the one-year period.
She now needs a new phone for her plan with a different carrier. They
said that they could activate the phone if they had the technical
data. I don't know what they are talking about, but hopefully someone
here does and can supply it.
All I know is that the phone is compatible...the provider(Cellcom)is a
regional one and told her the specs to be compatible with their system
and according to the original packaging on the Samsung box they are.
She said she called the company but got nowhere.
I know that some manufacturers have exclusivity deals that they will
only make phones for certain providers so maybe that is a reason why
    they were tight-lipped.
This is a phone that is not stolen and has been (along with the
contract) paid for so if there is a contact person/department at
either Sprint (I doubt that) or Samsung(more likely) I'll be happy to
    contact them.
    Thanks

The phone is locked to Sprint PCS. They will not unlock it for
you. Your best bet is to either reactivate it with Sprint PCS or sell
it and use the money to buy a phone from the new provider.

Used ones seem to be going for $70 to $80 on eBay.

As far as I know, your provider has a 'lock' on your phone that
corresponds to the phone's ESN number. Either they will unlock it for
you or they won't. You should be able to find a service that can help
you. The unfortunate thing is the service you find won't likely care
if the phone is stolen or not. You can do this yourself also with the
    appropriate data cable and software.

    This **may** work...

enter these 5 reset codes WITHOUT simcard:
    *2767*media#
    *2767*full#
    *2767*cust#
    *2767*wap#
    *2767*stackreset#
    e.g. *2767*media# = *2767*63342#
the phone resets (turns off and on automatically) after each code...
after the fifth code the mobile is unlocked and u restored the factory
settings, but apart from that it's no problem...

Is this someting that I can pass on to the new carrier? Is there
specific hardware needed or is it done just by the keypad?

No, it won't. The Samsung A460 is a CDMA phone. No Simcard.
