I am not planning on keeping VISION, but would like to use the phone
as a modem. Speed does not matter, since it would be very light
occasional use.
Can you use a VGA1000 as a modem without using VISION? If so, how?

Speed has nothing to do with it. The amount of data does though.

Yes, you can, but you will be paying $0.01 per kb you download or upload.
That equates to $1 for 100kb, or $10 for 1mb. 1mb in data is nothing these
days. Even doing light usage will cost you more than the monthly Vision
charge ...
You will need to get a USB cable, and then the cell phone drivers, and set
up a new DUN, using #777 as the number to call, and leaving the user and
password fields empty.
If you still want to tether your phone to your laptop, you really should
consider keeping the Vision option on your account.

You mean like using it to connect to AOL? Or to Earthlink? Yeah, it=20
can be done. Just find the modem drivers for the phone, and don't=20
wait for a dial-tone in the dialing settings.
When you do that, two things become true:
1) Max speed, under ideal conditions, is 14.4kbps. And usually less=20
than that.
2) you pay $0.39/min while doing it.
As you say, this isn't using Vision. It's called "Circuit-switched"=20
data connection. And that's what the old Wireless Web (see the caps? =20
brand name) is. But, since the phone doesn't use the Wireless Web=20
servers, it pays "casual usage" when it does that.
