No, not all of them are required, but the option to get out is
limited. Basically, only when they materially change. There was
some noise about this when SPCS implemented the WLNP cost recovery
fee. That's not a tax, It's a specific fee we're permitted to
implement as recovery against the costs of being forced to upgrade to
WLNP. But T&C's permit only about 30 days to protest. As I
understand it, you have until the end of the first full billing cycle
after such a change. After that, you've tacitly agreed to the
change.
