Because Sprint doesn't do prepay anymore. Sprint stores sell VirginMobile
phones and service. Virgin is a Sprint reseller:

Nextel doesn't advertise their prepay service on their website either, even
though they directly offer it (as far as I know):

SPCS no longer has prepaid. Virgin Mobile uses SPCS's system and is prepaid
    service - http://www.virginmobileusa.com/

I would imagine many prepay Sprint people would mainly have the service
for emergencies, and that makes the prepay being transferred to Virgin
    a bad deal for them...

The former Sprint actual prepay allowed one to make analog calls with
an anaold-digital phone...the analog-digital phones with Virgin have
the analog part not working on those phones...that makes alot of land
area not accesible to a 911 call on Virgin.
