Since (at least for the "real music") ringtones fall under copyright,
any site offering free ringtones is, by definition, not a "good" site.
RIAA is working to shut them down, as was recently done to audio3g.com

I’m trying to make my own ringtones.
    http://www.sprintusers.com/forum/showthread.php?t=11225
Following the procedure, everything works but the volume of the ringtone
on the handset isn’t high enough. When I play the .wav file (prior to
converting it to a .qcp file) on this machine, the volume is fine.
Anybody know how I can raise the volume?

Most of the games are real cheesy, but its worth checking out. Some good
    screen savers and ringers too.

If, that is, you don't mind copyright violations.

Apparently those who are being infringed upon don't seem to care very much
since that website is well known and has been around for quite a while.
Apparently the litigation is taking a long time /or/ more likely, nobody
    cares.

    I suspect the latter.

Ask audio3g.com. RIAA shut them down recently for operating in almost
identical fashion. And have you seen recent actions being taken by
    Eminem's lawyers over this?

    From the story:

"The companies named in the suit are Colorado-based Cellus USA, Georgia-
    based FanMobile, New York-based Nextones.com, New Jersey-based
MyPhoneFiles and New Jersey-based MatrixM LLC."
