Folks,
I have been using 650 for few months now, and starting today whenever I a
incoming phone call I get a pop-up message on my screen from phone updater
stating that it needs to setup vision in order to update phone.
I do not have or want vision. Any ideas why all of a sudden I have this
application running and only during incoming call.
How do I get rid of it?

You can download the updater on to your computer and do it through hot
sync.

You're talking about a flash ROM update to the Treo 650 device, whereas
the original issue relates to provisioning Sprint Vision services to
the phone.
