I have a two year plan costing $40 for 500 minutes. Added to that I
have Nights and Weekends starting at 7pm and free on the weekend for
    $5. I also free roaming for $5.

My two year agreement expires in mid September.

It seems now I can change plans and sign another 2 year agreement and
for that I get the same minutes for $40 but nights and weekends
starting at 7pm is free. And though I cannot find it now, I recall
reading roaming is free. So my monthly fee is now $40 instead of $50.

So do I benefit at all from being out of an agreement? I am a Costco
member and likely will look at what they offer in the way of a plan a
phone if that helps in any advice you wish to post.

I am looking to increase my minutes so I am willing to wait until mid
September if my choices change when my plan expires. I can get a phone
cheap from Costco and my current phone is only a few months old so a
new phone is not such a compelling reason.

Do I have to threaten to leave for another service to get the best
deals? I suppose I can only do that after my current plan expires.

Any good advice would be appreciated.

I'd wait till September, as you will have a bit more leverage to negotiate.
As for how to negotiate, as long as you are happy with SPCS, when calling
CS, I wouldn't say that you are threatening to leave, but just tell them you
have been happy with the service, but that you have been looking at other
plans with other carriers. Mention what benefits are offered on those other
plans and see whether SPCS can match those, if those other carrier plans are
    more competitive.

Ask the rep you speak to, to look over your calling history, and whether
he/she could recommend a competitive plan, based on your calling history
over the past 3 months, including a new phone, or discounts on a new phone,
based on renewing your annual agreement for one year and two years.
