Yes, with a USB cable and appropriate software. Search
archives for Bitpim or datapilot and you'll get lots of information.

Unfortunately, the only connection purpose for the 3100 to a pc, is for
using the Phone as a modem. there is not a mass storage feature on
this phone like there is on many others. I found this information from
the users manual itself. The link to it follows, if you do not have
one already.
