If you have a data USB cable and software from a company like Future Dial, you can upload a address book, pics
and ringtones to your phone from the PC.

You don't have to be in PC Sync mode to upload contacts from SnapSync, so I
    don't know what its for.

With the Sanyo 5300, I had a hard time uploading contacts using
SnapSync until I turned on PC Sync.

I think what was causing problems for me was that the phone would go
into standby mode before the contacts were uploaded as I had set a
    shorter time for auto-standby.

By turning on PC Sync, no problems and the phone comes out of PC Sync
    automatically once contacts are uploaded.
