I always assumed it showed up for whatever time zone the phone was in.
If that's not the case, maybe it goes by the billing address' time zone
on the account. If the timestamp hasn't changed when going on
vacation, maybe that's why. You might go half way across the country,
but your phone number and address is still at home. So if you move and
change you address, maybe that will change the timestamp.
