Does updating your PRL change anything while you're in your home market-- or

PRLs are for your phone to seek the best carrier (in Verizon's eyes)
in a priority order.
When in a Verizon market, it will choose a Verizon system unless the
signal strength goes to the point that it will search the PRL against
the signals in your area to select one that's usable. It will search
Extended Network first, then Roaming. If it can't find a carrier in
the PRL, it will revert to your "Auto A" or "Auto B" (800 MHz cell
bands) settings.
So in short, no, it won't change anything in your home area, unless
your phone tends to roam on another system (Extended Network).
Now the question lies - as time goes on, VZW is removing and adding
systems from the PRL. So your area may have an Extended Area backup,
and maybe it won't. As time goes on, many VZW areas don't have a
backup system (for example, Sprint is no longer in the PRL).
For most people, it won't make any difference. But if your phone tends
to roam in a fringe area, it may not anymore and you'll get reduced
service.
