Your rate plan says what hours are off-peak, but using the local time on
the cell site which handles the call. Which conveniently on
CDMA phones,
is also what your phone shows. So if your off-peak begins at 9:01pm,
and you are on the East Coast and making a call at 9:15pm Eastern time,
then you are off-peak, even if your number is based in California.
