Good question. So I called 611.
I conveyed the thought clearly to the CS person that when I sent Pictures
Messages to an AT&T customer that the text messages arrived but the pictures
would be stripped off the messages. Same thing happens from the AT&T
customer to me. The gal says this is true and is mentioned in the
literature. (Oh? Guess I should do some reading.)
Next question: "For my attempt, am I still charged $0.25 cents for..."
"Sir, the message did not go through so you are not charged."
"Please ma'am, don't try to finish my sentence. Only I know where my
thoughts are going."
"Now, am I to understand that I will be charged for the text message that
did go through ($0.10) but not the attached picture which would make the
total transmission $0.25? (actually, I have a bulk 200 message package)
Pregnant pause. "That is correct, sir"
(obligatory but uncharacteristically snippy salutation from CS person).
