Is there a way for Verizon to reject incoming calls that have their
caller ID blocked. With a landline, these callers are told that the
person called won't accept calls from Blocked Caller ID's

No, this is not possible with wireless.

It is certainly technically possible. VZW just choose not to do it.
Whenever you talk to customer service, request functionality like this.
If enough people ask, they will eventually do it.

There is no technical reason this cannot be done.
After all, they do display the called ID.

Perhaps at some point they will offer Anonymous Call Reject
    for $10 per month.

If enough people will pay enough money for the service, I'm sure it
would be offered. ... but it isn't even a common landline feature.

I look at my phone and if it's a blocked number calling I just silence
the ringer and put the phone back in my pocket.... works and I don't
have to learn how to activate/deactivate, etc. a new feature.

Depends on which telco is your landline carrier. Some do offer it.
