I am a Verizon Wireless customer, and my previous phone quit on me. So
I am wondering if it is possible to buy a Verizon Wireless-compatible
cell phone off eBay, then activate it online to use with my current
    subscription. Thanks in advance.

Yes. As long as it is CDMA compatible and GPS capable.

Why does it have to be both CDMA and GPS capable.

Note: the phone I would like to purchase is the LG VX7000. Will that
    work?

Because Verizon is a network taht operates on CDMA, and because the FCC
has mandated taht all phones activated be aGPS capable

Yes, it will. Also, before you bid, get the ESN number from the seller
and check wtih Verizon Wireless to ensure that they will in fact
activate that phone. YOu would be surprised how many phones wind up on
eBay that were blacklisted because they were reported stolen, or were
shut off for nonpayment of a bill. Verizon wireless will NOT
re-activate a stolen phone, and it will not activate a
shut-off-for-non-payment phone until the bill is settled.

There is no reason why a seller should withold the ESN from you, so if
s/he refuses to provide it, then don't bid.
