No, they don't. I went to Cingular and got a Treo 600 without a data
plan. Officially Cingular has the same policy as Verizon but the
salesperson thought there was a work around, called her boss, who told
her how to do it. I still prefer Verizon for coverage and voice quality,
but my office was a dead zone for all carriers except Cingular.
