What question(s) should be asked when buying from an individual (not a
business) on ebay? I'm looking for a specific Motorola phone and there
are some auctions I'm interested in. How can I protect myself as far as
wether/not a phone can be activated? The model I'm wanting isn't too
old, so I'm pretty-sure they are already GPS enabled.

Ask the seller to provide the ESN and check with Verizon.

Just to clarify, ask the seller to provide the ESN and _you_ check
with Verizon. Cuts down on a possible "oops" as the seller has an
incentive to tell you that VZW has okayed the phone.
