VZW has Chaperone service. See

tell how much it costs; they just tell you to go to your nearest Verizon
store. I recall they had the price listed several months ago and it was more
than I was willing to pay - something like $10/month per phone. I don't
remember if there was a charge for each time you use it.
If the phone is turned off or out of range, then you're out of luck. Also,
GPS signals are kind of hard to receive, so even if the phone can get a
Verizon signal, it might not be able to get a GPS signal. IMO, it would be a
useful enhancement to have a phone sense when its battery is about to run
down, and send its GPS coordinates back home before it draws its last breath
and shuts down.
