So, how does it work?

My parents are halfway up the side of a hill. VZ works there, but if they
walk up the hill to the community center, the phones can be heard outgoing,
but cannot receive well.

The website items are pricey, and they don't explain how they work.

If it were inexpensive, a repeater at my parents' house might get a signal
up the hillside.

They would want to get a wireless amplifier system . They work easy enough . The amplifier is connected to outdoor antenna which picks up the signals . Then takes the to the amplifier . The amplifier is also connected to an interior antenna . I do not know how big the civic center is . You would need to know that and what frequencies are being used locally as most in Building units that cover any larger building are usually single band . This is a link to thype of unit we offer for such an application . they cover up to 50,000 square feet and up to 68 users at once
