How can I determine a cell phone user's cell provider's name, so I can send
an email to their cell phone? (without asking the user)

Read the header of their email.

I mean is there a way to determine the name of the cell phone provider from
the telephone number if the number has not been transferred.

Possible but less and less likely. As Steve mentioned, you can look up the
phone number. But more and more people are porting their numbers to other
carriers so the list is not always accurate.
