restricted cell phone?

Is it possible to buy a cell phone or call plan that will restrict the user
so that only pre approved numbers can be called?

Many if not most phones have call restrictions built into the menu. For
example, under the "security" menu, my Audiovox phone can has the
option to restrict calls to only entries 1-9 in the phonebook. The
phone book restriction is then locked with a 4 digit code under the
security menu.

Calls can also be restricted to "7 digits", "11 digits" or "operator
only"

Hi,
Yes, this is called fixed dialling and is available with many European
Phones. The problem is whether
a) The sim/network used supports fixed dialling, and
b) whether you have the pin2 code available and active.
Pin2 is needed to access the fixed dialling list and to activate the
list so that only certain numbers plus emergency numbers can be
dialled.
You may need to contact the service provider in order to get Pin2.
