Dialing a Phone via Java

Is it possible to control a phone's dialing via a Java program? Here's
what I'd like to do:

- phone would listen for an SMS
- the SMS would have 2 phone numbers
- the phone would dial first number
- phone would put call on hold
- phone would dial second number
- phone would conference them together.

This would be a really cheap way of having your own international
callback system. In the case of T-mobile, your 2 calls would be free
after 9PM or on weekends.
