AFAIK, the lowest cost for a
CDMA prepaid plan that allows roaming is
$10 per month.

Supposedly, Verizon In-Pulse still allows roaming, even though their
post-paid plans do not, but it's more expensive than the other two I listed.
Unlike
GSM and TDMA, there are apparently no
CDMA plans where you can go
for a year without buying any time (as long as you make a call every
sixty days). I suspect that Verizon is setting very strict limits on the
prices that these prepaid companies can charge.
