We all define "Best" differently. Currently, the "Best" deal is
www.stimobile.com. They sell a phone for $89 and give you a $89 rebate.
Minutes are only .12/Peak, .10/Off peak. Refill cards don't expire and the
only requirement is using the phone every 60 days. If you don't need a lot
of minutes, you can buy their $10 card and it can last you years. The phone
is shipped from www.cheapphonecards.com with an initial $10 refill.

If you make a few calls a month, there is nothing cheaper. They use the
Sprint network, so check its availability where you are, and there is no
roaming available.

The second best deal is T-Mobile...buy their $100 card and it's good for a
year and can be refilled for as little as $10 a year thereafter and all
calls are .10/min. New phones are as little as $40.

If you can get an old AT&T TDMA phone, Beyond Wireless is also a good
choice, but the network is slowly deteriorating.
