    If you type "locatecell" into Google, you'll get a pile of news stories that
    discuss that question. I looked at a number of them, and: there's a bunch of
    theories, but nobody really seems to know how they do it.

    The most popular theories are:

    - They're bribing phone company employees.
    - They're calling phone companies and pretending to be the target person.
    - They're hacking in. Or,
    - They're activating web accounts as if they were the target person.

    Anyone with hard info, let us know!
