Does "synch with Outlook" = "smart phone"?


I am shopping for a new phone, and need the answer to a question. I
want my new phone to synch with Outlook, so that I can have the
calendar and contacts from my office computer on my cell phone.

What popular (and cheap) cell phones synch with Outlook? Does "synch
with Outlook" necessarily = "smart phone"?

My current provider is Cingular--I guess it would be easier to get
another Cingular phone--but I don't have to stick with them. In my
area, I can also get Alltel, Nextel, and Spint (and that's it).

You can get the Kyocera 7135 from Alltel for $199 with a 2-year
contract. It is currently priced a lot lower than the Treo 650 or
Blackberry at Alltel.
