WAP emulators; off-line tutorials

Is there a web site where one can learn how to use mobile phone web
browsers (WAP, Openwave, etc.) without incurring air time charges?

Kind of a "real" HTML web site that can be accessed by a regular
desktop computer over land lines / regular ISPs that emulates a WML WAP
interface?

(There should be a built-in delay so you can get used to mobile access
versus land line access.)
