question about an odd thing in Best Buy's ads

Best Buy sells Virgin Mobile cellular service and phones. At the bottom of the Virgin Mobile
portion of their Sunday ad, there is always this text:

"*All Virgin Mobile Talktime cards with purchase of one of these advertised phones. Markdowns taken
from regular prices. Excludes prior purchases and clearance items. Selection varies by store.
Rainchecks on insert items only.
**Virgin Mobile phones and service available in New Jersey. Phones and service vary by markets.
Limit 2 per customer. See Customer Specialist or in-store brochure for details."

Why do they specifically point out that phones and service are available in New Jersey? It's a
nationwide service, so it's available anywhere in the US...it just seems really odd to me that it's
pointed out in this way.

Are lots of things NOT available in New Jersey?
Why don't they mention Utah?

Branson's mixed empire of companies includes (or, I think, used to
include) a chain of wedding-dress shops here in the UK.

I don't think he had even a teensy little remote interest in owning
or running that sort of business, but opening stores with "Virgin
Bride" plastered all over them was way too good a PR opportunity to
pass by.
