Annoying "0000000000" Phone Calls

I have been receiving phone calls day and night. And when I check the
caller ID I see "000000000000" and I answer and nothing happens. My
wife told me about telemarketers are getting smart and with programs
that will call you to hear a response so they can call you back another
time. She told me how to disrupt it I needed to press "#" about five
times to disrupt the system. She heard this from a co-worker. Does
anyone else know about this? Or why this might be happeing?
