You don't need a policy, you can simply make it a job requirement that
everyone carry a cell phone, and include a fixed $/month payment for
that benefit, either as a salary or independent benefit, depending on
what is more advantageous for yourself and/or your employees for tax
purposes.
You could either pay a portion of the employee's bills directly, or add
it to their salary, whatever you like.
Of could all of this depends on the legal situation in your area, I've
seen it done here, but your jurisdiction may have other applicable laws.
