Actually, there's no firm cut-off age. As people age they generally have
less accute upper frequency hearing. I think it's fantastic. I'd rather have
everyone use a ringtone that's almost unnoticable than the loud, annoying
rings that seem so common now.

And you don't think a mosquito ringtone is annoying?

How 'bout putting the phone on vibrate, and guaranteeing that you won't be
    a public irritant.

It's only annoying to people who can hear it. From what the promoter claims
that's only people 25 and under, and they're anyoing anyway, so who cares?

i'm 54 and i can here it here in my living room on my speakers
but I doubt it could be heard by anyone in a noisy area, or if
the cell phone was in a pocket or bag, or if in a car in traffic.

You'd better HOPE you can't hear it outside your living room! <g>

Problem. Hearing it and well, hearing it are two different things.

The military experitmented with HF modulated voice at 14.8khz to 15khz.
The audio cortex resonates at 15hz and 15,000hz is just a higher
harmonic of the fundamental which is too low to play through any
speaker which is also at the higer range of hearing. You can take a
sound editor like cooledit and record your voice (I like to use a laugh
track). Encode it with a HF carrier like 15khz you can also modulate
    it at 15hz or 14.8khz and 7.8hz respectivly. This is 17khz? I
remember a girl that used to cover her ears when a tv was turned on.
Seems like it would be better to pick a base frequency and then use a
few overtones of the fundamental or modulate 15hz from 20 to 14khz so
you cover the annoying range. Try encoding a laugh track at this
"annoying teenager" frequency and using it to drive away teenagers with
low self esteem. "errrr ugh whats that sound, who's laughting at me".
They did tests that show that deaf people can hear the HF carriers.
The 15khz bypasses the years and goes right into the audio cortex (your
not supposed to tell people that its a military secret (ROLLS EYES)).
The great thing too is the intensity at whisper levels of db is quite
large and difficult to attenuate with walls, ect. The literature I
    used to have compared a m16a1 @ 6ft at 140db and the engine of a 747 at
160db. The intensity of a HF carrier is large but does not injure the
ears apparently. The higher HF carriers might be useful to target most
teenagers with a HF subliminal carrier. While older adults are
"immune". The "useful" carriers are a little under the 15hz range
which are harmonics of the fundamental "earth tone" of 7-8hz". I read
these tones also counter the harmful effect of 50-60hz ELF waves.
