Toll-free 0800 on mobile phones

I have a prepaid German mobile phone. Is there a fee to call 0800
toll-free phone numbers within Germany?

If they work, they are free. However, the owner of the number pays for
the incoming calls and he pays a lot more for incoming mobile calls as
he does for landline calls. Therefore, some (many?) 0800 numbers cannot
be reached from mobile phones, depending on whether the owner is willing
to pay the mobile-bonus or not.
