Most utilities and telcos, not just cell phone companies, bill extra on
the first bill. You pay in advance each month, so on the first bill you end up
paying for a partial month plus the month to come, then bill you for the
coming month on each subsequent bill.

Of course, without ANY details, I don't know whether that's what happened
    to you or not.

I don't hate my cell company. I just hate the OTHER companies. I had
switched to Cingular because my house I bought runs AT&T, and I wanted
one of those all-inclusive service plans. Well, at the end of it all,
I had a $200 bull without even activating the phone. It was
ridiculous. It took me 3 months just to get the charges erased.
    Nonsense.
