someone who steals phones you might get one that cheap!

Everything I've read suggests that Tracfones have special firmware, so
they won't work on any other network.
For a cheap T-Mobile phone, go to Target or Walmart or the like and pick
up the cheapest T-Mobile prepaid phone and install your SIM card.
