According to wikipedia, "In the United States, the two national GSM
carriers, T-Mobile and AT&T Mobility will unlock your handset if you
have an active account in good standing for at least 90 days". Is
this something you can just walk into an AT&T store and ask a
representative or is this something you need to online? For T-Mobile,
you need to do it online (scroll down to the bottom):

I've yet to meet an AT&T store clerk who would admit to even knowing
the phones can be unlocked at all. I've always phoned AT&T Mobility
customer service and asked to have the phone unlocked.
It is mostly the same with T-Mobile, actually, though the clerks
in the store at least will tell you what to do. I've always
phoned T-Mobile customer service to get their phones unlocked as
well.

Either online or a phone call will get it done with both of them. I have
usually done mine via an email though. I have unlocked 5 phones this
year alone between both of them.
