cingular phone saying SmartChip is Blocked

my phone is saying smartchips is blocked and I can only dial 911 from it how
do I get the phone unblocked

AT&T/Cingular has cut off your phone service. You need to phone
them to find out why.

I had to buy a new sim card, it only cost 5$ I got it at a AT&T/Cingular
dealer at a local movie rental place and I called phone company and they
activated (spell check) the sim card but thank you for emailing me
