OQPSK is more tolerant to the nonlinear power amplifiers then QPSK, hence it
allows for better efficiency. However the receiver for OQPSK is more complex
then the receiver for QPSK. So, it makes sense to use the QPSK in downlink
(where there are no limitations) and the OQPSK in uplink (where everything
is limited).
