It's not. But he wouldn't be able to send pictures to anyone. He'd need to
save the pictures on a computer using a data cable or Bluetooth, and the
appropriate software.

i can't see needing a service carrier to operate an internal function, photos could be transfer either by cable (USB) or by SD-card as long as the phone your using allows those features.

I never tried it...

Many, but by no means all, cameras have connectivity by USB and/or Bluetooth.

Those that don't are relegated to sending the photos by phone - not a good
thing for those of us with prepaid service.

As you might imagine, for USB connectivity the phone-side connector is
anything but standardized.
