if i buy an unlocked one off ebay can it be used with verizon or alltel?

This thread is a bit old...but...
It IS NOT possible.
Verizon Wireless may be coming out with their very own iPhone...it may work on Alltel, but Alltel is owned by Verizon now anyway...so we'll see.

it's a real wonder on how you guys did it, if verizon and alltel doesn't use sims how'd you guys manage to do it? i'd like to know that...

Agreed, the one poster said "I've done it" but didn't explain how it was done. I'm going to do a bit of research on it and take a look and see what's out there, but I'm guessing most likely it's not possible.
Ok, I've done my research, and it's not possible to use a TDMA device, which the iPhone is, on a CMDA service, which Verizon is. The closest you're going to get would be some iPhone clone designed for use on CMDA. Making an iPhone (GSM) operate on Verizon's CDMA network is impossible.
It would require the ability to convert the antenna inside to CDMA technology as well as creating an ESN number for the device which Verizon's (or Alltel's) network would need to recognize.
ESN Numbers aren't just "created". Every ESN number made is in every CDMA carrier's system. Whether the carrier allows you to use phones from other networks is up to them, but they all have the ability to do so. This means, if the phone wasn't actually launched as a CDMA phone, there would never be an ESN number in their system for that device.

Nick, if one did get around the hardware issues, wouldn't it be possible to flash the phone with the ESN number from another phone? In other words, clone the ESN from a CDMA phone to the 'magically somehow modded from GSM to CDMA' phone?

whoa, this thread is getting out of my league! talk about techies huh?
but now im definite that you cant buy an unlocked iphone and use it for verizon's or networks that dont use simcards.
