Got a used iphone 4 for my wife. The volume control shows up on the phone as being on highest level.
But when she gets a call or makes a call, she can barely hear the other person. Also, if she takes a video, she can
barely hear the sound recorded. I opened the video on my computer and phone (window's phone)
and even though I have the volume at the max, I can barely hear anything. All sounds like the ring tone, message
sound, etc work fine.
I restored the phone to factory settings (without connecting it to itunes) and the problem is still there.
Is there a fix for this issue?

My guess is something is wrong with the mic/speaker on the phone. Sometimes dirt can build up on both and prevent them from working as well. It sounds like you've already tried things outlined here: iPhone: Can't hear through the receiver or speakers
I would take it to an apple store and see what they say.

If you bought it used, then maybe that was the reason that the other person didn't want the phone anymore. She can try using the phone on speakerphone, but that is not always a good idea, especially when other people are around.

Do you definitely have the correct volume up all the way? Is it possible you have the volume for the ringtone, or the volume for music and games up, rather than the volume for talking on the phone? Make sure when you're on a phone call, you then hit the volume up button.
Otherwise it might just have a problem like mentioned above. You can try purchasing from eBay next time and getting a SquareTrade warranty. I'm not sure if you can get a SquareTrade warranty on a used phone, but you should be able to on a new or refurbished phone. You can save a lot of money by getting a refurbished phone, but it might not be as much of a savings as a used phone on Craigslist.

The recording mic has a problem too. When I take video, I can barely hear any sound.

Avenue - Yes I have. I have used compressed air can on the receiver mesh, headphone jack, usb jack and speakers on the bottom. That didn't do anything. I used a sowing needle and gently poked on a couple of spots into the receiver mesh and speakers on the bottom. That didn't do anything either. Restarted and restored it to factory settings did not fix the problem.
I would like to take the phone apart and check the inside of the phone to see if there is anything clogging but need some advise of if I should do this? Any suggestions?

Do you have any experience taking phones apart? It might be worth selling the phone online for parts. Just make sure you tell everyone what is wrong with it. Someone with experience might purchase it to use for parts. Then, you can take the money to purchase another used phone that works fine. If you purchase on eBay there is some type of buyer protection to make sure you're covered if something happens. Also, if you purchase a refurbished phone, you should be able to get a warranty through SquareTrade for if you have problems later on.
